To achieve the above national outcome, TSDF II has indicated 27 Organizational Outcomes and they are grouped into five pillars.

Of relevance to the Ministry, it is grouped under the 4th pillar as Infrastructure and Technology Inputs. This pillar consisted of the Ministry’s Organizational Outcomes that will support its noted National Outcome for “More inclusive, sustainable and successful provision and maintenance of infrastructure”

In addition to the TSDFII organizational outcomes, there are also internal vision and mission established to guide changing level of operational performances and services provision throughout this new plan. They are;

Vision: Our investment in infrastructure will ensure sustainable, affordable, safe and reliable transport services, building and other structures, escalate economic returns, improve livelihoods and build resilience for the people of Tonga.

Mission: To providing innovative, timely and proactive service deliveries that are safe, secure, efficient, affordable and accessible to all.

MOTTO: Excellence Service through Change and Innovation.

1.2 Ministry of Infrastructure Outputs

This summary identifies the principal aims and constraints of the corporate plan for the Ministry of Infrastructure. More detail is contained in the plan itself and also in Appendix.

Outputs

The corporate plan for the Ministry of Infrastructure has the objective of delivering the following outputs:

  1. Appropriate systems of rules, regulations and enforcement, consistent with Tongan law to guide the safe, secure, reliable and affordable operations of civil aviation in Tonga.
  2. Appropriate systems of rules and regulations to guide maintenance and construction of safe, reliable and affordable sound building and constructions in Tonga.
  3. Appropriate systems of rules and regulations to guide enforcement of safe, reliable and affordable sound building and constructions in Tonga.
  4. Appropriate systems of rules, regulations and enforcement, consistent with Tongan law to guide the safe, secure, reliable and affordable operations of land transport services and networks in Tonga.
  5. Appropriate systems of rules, regulations and enforcement to guide safe and environmentally sound civil engineering works on roads and major infrastructure in Tonga.
  6. Appropriate systems of rules, regulations and enforcement, consistent with Tongan law to guide the safe, secure, reliable, affordable operations and a healthier environment of maritime sector within the outer islands ports and to maintain them at a good standard with proper maintenance.
  7. Appropriate systems of rules, regulation and enforcement to manage and monitor all types of land use, parks and reserves in Tonga.

In addition, the plan will assist the achievement of four internal outcomes:

  1. Internal output 1: Ministry operates efficiently and effectively based on appropriate leadership, oversight, coordination, and implementation of Ministry's outputs in accordance to available budget
  2. Internal output 2: Ministry operates efficiently and effectively based on appropriate Policy and Planning advises with regards to overall infrastructure guiding policies, organizational human resources, legal and procurement.
  3. Internal output 3: Appropriate system, rules and internal policies to guide management of operational risks, control and governance processes within the Ministry.
  4. Internal output 4: Appropriate system, rules and internal policies to improve management and effective productions of the Ministry’s information to Cabinet, all staff and the general public.

All outputs will be monitored and evaluated on a quarterly basis to provide direction to the plan. The quarterly monitoring exercise will be based on detailed Key Performance Indicators developed for each output.

Capacity Building

Achieving these outputs will call for considerable capacity building in terms of process and human capacity. At a generic level the broad thrust of these efforts will include recruitment of approved vacancies, the wider application of information technology and the provision of staff training.
